This chosen case is mainly situated in the East part of Jerusalem which has been occupied by Israel under Israeli law since 1967. In this case study the case of Rana, the author has been facing the dilemma of Rana's safety, whether she will be moved to the children's house or not because according to the rumor children's houses are filled with different types of addiction and who states in the children house, cannot ever live a normal community life. This case can be related to the deontology ethics which is related to the ten commandments of Israel as the human right's universal declaration (Kovner, et al. 2018). In this assessment, the discussion will be based on the area of case study description, discussion of the ethical theory that researchers have been preferred, and take action according to that. There will also be a discussion of the deontological theory and the appropriateness of their taken action for the final outcome. There will be also a discussion of the ACWA code of ethics, where under this ACWA code of ethics, the confidentiality is selected as the professional code of ethics, where it will be seen that this code of ethics of ACWA is maintained or denied.

Discussion

In this journal, the case was about Rana who is a Palestinian girl of 14 years old from the east part of Jerusalem. She told the social worker of the school that her father was abusing her sexually, and the social worker got permission to inform the principal of the school, and they decided to talk to her parents (Kerzhner, et al. 2018). Her father accepted that he was abusing her own girl sexually, and he agreed to stay in a separate room of their main house, and will not enter the main house if his wife is not there. After this Rana was happy because her father kept his promise and her confidence and self-esteem had improved which caused the improvement of academic performance. When this case is reported to the authority of Israel due to its mandate, finally Rana has been placed in the children's home under the supervision of Israel by removal from the family. In this case study, the author has been faced with the dilemma of Rana's safety, and whether she will be safe after moving to the children's home or not because it is rumored that children's homes are filled with various types of addiction and that anyone who lives in a children's home will never be able to live a normal community life (Haj-Yahiaet al. 20201). In this case scenario, it can be considered that this case is related to the deontological theory and frameworks, where there are the different dilemmas of the author whether she needs to be brought back to the family or she will be safe from the addiction, or she will be forcefully put in the prostitution under the supervision of Israelites And others.

Deontology word comes from the two different Greek words such as dene and logos where their meanings are Duty and science. This deontology theory includes three different levels basic principle of deontology, the rule of deontology, and the act of deontology (Waters, 2022). The meaning of the basic principle of deontology is the priority of logic to the fundamental and basic or ultimate principles. The meaning of deontology rule is to the priority of logic to the rules, and the act of deontology refers to the logical priority to the particular judgment. In this case study discussion the ACWA code of ethics is selected as the confidentiality as the professional code of ethics. In this case study the ACWA confidentiality ethics has been maintained where the confidentiality of the Rana’s case is maintained in outer world. This case study of Rana is related to the deontological theory where according to the deontological ethics or the deontological rule there is a need to do the right thing where the right things need to be done and wrong things need to be removed or avoided. In this case of Rana, she has been placed in the children's home under the supervision of Israel by removal from the family, though she was happy after the discussion with Rana's family and before she was put in the children's home because her father kept his promise (Lusky-Weisrose, et al. 2021). This led Rana to enhance her confidence and her self-esteem has improved where this caused the improvement of her academic performance, where putting her in the children's home can be dangerous for her again.

In this scenario, practitioners need to save Rana by bringing her back from the children's home and putting her in the family. According to the belief of the community, putting a girl child in this type of children's home is not safe because it will stop them from living a normal life. In this type of children's home, there are several unethical practices they are forced such as prostitution or the addiction to drugs (Mendelson-Maoz, 2020). There is another risk factor for Rana such as Honor killing which is one of the common types of killing in the Israel community, where this can lead Rana to incomplete her education or live a normal life through marrying someone. The issue of reporting is related to the ethics that can be against the law or against humanity because obeying the law will lead them towards Rana's insecure life and obeying Rana's life as the ethical matter needs to disobey the rule. In this scenario, the issue also relies on Rana's future because her father is the only income source, and arresting her father will lead them towards economic insecurity, or freeing him can be a chance for repeating the crime against his girl (Kewley, et al. 2020). In this situation, practitioners need to focus on Rana's life and the ethical side instead of rules because following rules can be dangerous for Rana and her future.

There are several things that need to be considered such as the rights of the children, the rights of the parents, the worker's role perspective, and respecting the law. In this scenario, the practitioner needs to follow the ethical principles of the case where the main question is based on Rana's safety and her secure future where she can live a normal community life (Ihmoud, 2019). In this case, the respect of the law is not avoided but it is true that more pReferences have been given to the deontology framework law where there is a need to do the right thing and avoid the wrongdoing for a better situation.In this deontological framework the ACWA code of professional ethics of confidentiality has been noticed, where the Rana’s case has not been disclosed to the person without the permission of the Rana. Confidentiality of the Rana and her case due to her father’ssexual abuse is discussed with certain people according t the required persons and that also with the Rana’s permission. The situation of Rana needs to be improved where she will be able to live a normal life and her rights will be protected under the child protection act. In this situation, the rights of the parents have been considered where her mother will take care of her child and do her best for her future. In this situation, the ethical perspective of the workers is also involved where keeping Rana in her own family and house will be a better option for them where she can get daily essentials to need for life and there is no risk of drug addiction or the forced prostitution. It is no wonder that Rana will be safer and more secure in her own house because her father is keeping his promise by not entering the main house, where thai is directly helping Rana's life. Though there is still some issue regarding keeping Rana in her own family and house because her father is the same and the environment she is facing is the same as before, the ethical belief is that her father will keep the promise and let her girl live peacefully (Abdulhadi, 2019). She has been getting back her confidence and self-esteem which is helping her to improve her academic performance, where her life can be better and more secure.

Conclusion

The debate in this assessment was based on the areas of case study description, discussion of the ethical theory that researchers have preferred, and action taken in accordance with that theory. There was also a debate on deontological theory and the acceptability of their actions for the end result. After an entire discussion, it can be said that this case is based on the theory of deontology, where in this case the basic premise of deontology, the rule of deontology, and the act of deontology are all included in this deontology theory.  In this case study discussion the ACWA code of professional ethics as confidentiality is maintained throughout the case that is also related to the deontological framework (Latte Abdallah, 2020). In this case study, the author has been faced with the dilemma of Rana's safety, and whether she should be moved to a children's home or not, because it is rumored that children's homes are filled with various types of addiction and that anyone who lives in a children's home will never be able to live a normal community life.
